Presentation – Census Challenge Award
Maryland Municipal League (MML) Executive Director Scott Hancock and Maryland Planning Secretary Rob McCord will present the Town with a Census Challenge Award.

Other significant items on the Council Agenda include:
 
  • Consent Agenda -- There are 6 items on the Consent Agenda. Please consult the Agenda for details:
    • Install a shed at 4108 Tennyson Rd.
    • Install a shed at 6916 Oakridge Rd
    • Install a patio and garden wall at 7006 Wells Parkway
    • Install a 4’ fence at 4308 Tuckerman St.
    • Replace broken concrete steps and walkway at 4324 Underwood St.
    • Replace exterior French drain and waterproofing at 6602 Queens Chapel Rd.

  • Public Hearing – Adoption of Charter Resolution –Amending Article V “Registration, Nominations, and Elections,” Section 503 Registration, Section 504 “Elections, and Section 506 “Candidates for Office” to change the requirements for public notice of elections, set the date for closure of voter registration at twenty-nine days prior to the election, make provision for when the twenty-nine day deadline for voter registration and filing of candidate petitions falls on a Saturday, Sunday or holiday, make provision for appeal of the decisions of the Supervisors of Elections and the Mayor and Common Council and the timing therefore, delete outdated references, and make conforming and clerical changes.

  •  Limitations on Fences -- Adoption of a Legislative Resolution to amend chapter 4 by repealing and reenacting §4-102 "Definitions" and § 4-110, “Limitations on Fences” of the Code of Ordinances of the Town of University Park, to allow fences six (6) feet in height in side and rear yards, with some exceptions, to clarify certain definitions, and to make clarifying and conforming changes. Proposed amendments to be considered may also affect other sections.

  • Fiscal Year 2020 Audit Report – Accept the Fiscal Year 2020 Audit Report of the Town presented and discussed at the November 16 Council Meeting. 

  • Town Administrator Contract Extension – To extend the current contract of Town Administrator David Deutsch by 6 months, until June 30, 2020. 

  • Discussion: Gas Powered Leaf Blowers – To discuss the recommendation of the Policy, Rules and Municipal Structure Committee that the Town adopt a ban on gas-powered leaf blowers beginning January 1, 2023.

  • Four-Way Stop Intersection – On recommendation of the Police, Traffic, and Public Safety Committee, to approve installation of a four-way stop intersection at Forest Hill and Van Buren Street.

  • Special Holiday Compensation for Town Employees – Approve a special 2020 holiday compensation for each current, active employee as of December 1, 2020.

Public Participation:
Participants who join the video/audio conference will be muted and video turned off during the meeting except for Mayor, Council, and staff.

Participants will have the opportunity to speak during Public Comment - agenda item #6. During that time, all participants will be taken off mute. If you would like to comment, please state your name and Mayor Carey will call on you to speak. Public comments will be limited to three minutes.
 
Public comments or questions may also be made by emailing the Town Clerk Andrea Marcavitch at amarcavitch@upmd.org. All electronic comments must be submitted by 9 a.m. on December 7, 2020. All public comments will be provided to the Mayor and Council prior to the Council meeting.
