The Town of University Park

The Town of University Park University Park is a small, tree-lined community of 915 single family homes and 2300 residents in northern Prince George's County, adjacent to the University of Maryland. Having its own municipal government, University Park provides a traditional "small town" atmosphere with urban convenience and amenities. The Town maintains its own park and recreational facilities, is home to an excellent elementary school, and provides its own police and sanitation services. Through local organizations, residents participate in many town-wide events, which build a strong sense of community, such as the Annual Azalea Classic - which consists of a 5k Run/Walk, 1 mile Challenge Run, and the Val Creighton Memorial 1k Family Fun Run. Tree-lined, quiet streets, a large wooded park, and well tended lawns reflect the residents' pride in their community.

The town is located adjacent to the southern edge of the University of Maryland, is about three miles south of the Capital Beltway, two miles from Washington, D.C., and less than a mile from two Metro stations. It provides easy access for commuters, and an ideal location for the local worker.

Listed for the second time by Washingtonian Magazine as one of "The Best Places To Live in Prince George's County," the Town has traditionally attracted many professionals working for the University of Maryland, the public sector, and private business.

What to Expect On-Site the Next Two Weeks
Retail Tenants:
L.F. Jennings will soon commence work on the tenant fit-out construction of Jersey Mike’s and Habit Burger. Both expect to open sometime during the spring of 2018. L.F. Jennings recently completed the fit-out construction work for the FedEx store in Building 1 and has turned that space over to FedEx to complete the fit-out work related to their furniture, fixtures and equipment. Gold’s Gym and Burton’s Grill continue to work on their fit-out construction with target opening dates within the First quarter of 2018. District Taco will soon open.

Townhomes:
The construction of the 119 townhomes is well underway. The first block of townhomes between Rhode Island Avenue and 47th Street are expected to be complete by the end of this month. The remaining townhouse blocks between Rhode Island Avenue and 47th Street are expected to be completed by the end of 2018. Currently, 45 townhomes have been sold.

Parking Structure Progress:
CBG Building Company continues construction on the new multi-level parking structure on parcel E – the building 5 pad site. Cast in place concrete work will continue on the eastern half of the garage specifically the lower level footings and walls. Site-work contractor will install a temporary crane road and precast laydown yard on building 5 pad site. Precast garage erection is scheduled to begin mid-December. Wet utility work will continue along Woodberry Street and Van Buren Streets. CBG will monitor and provide notice of any temporary road closures for connections required at existing and proposed manholes located in the streets. Temporary electric service trenching will continue at back of curb along Van Buren Street working east to west.

CSX Crossing:
The closure of the former ERCO plant parking lot between the Rivertech Court cul-de-sac and Lafayette Avenue will continue until the new bridge is open – estimated to be in spring 2018.

The bridge builder, Shirley Contracting, continues to build the sidewalks along the roadway. Earthwork and grading operations continue adjacent to the former ERCO plant. Asphalt placement has begun on both the east and west approaches to the bridge. Final grading and landscape installation will begin in the upcoming weeks. This work will continue through the Fourth quarter of 2017. The construction will be monitored to assure compliance with County work hours and noise regulations.

Free Daily Shuttle:
Riverdale Park Station features a FREE daily shuttle from 6:30 a.m. to 9 a.m. and 4:30 p.m. to 7 p.m. It runs every 15 minutes between Riverdale Park Station, College Park Metro Station and Prince George’s Plaza Metro Station. The shuttle stop is located near the main entrance to the Whole Foods Market. Use it for quick and easy access to work, shopping, recreation and regional transit. Route 1 Sidewalk:
Construction of the Route 1 sidewalk connecting the Riverdale Park Station development to Albion Road across the WMATA property is expected to start the week of December 4 and be completed by the First quarter of 2018.

CONSTRUCTION UPDATE NOTICE

What to Expect On-Site the Next Two Weeks:
The site and buildings General Contractor, L.F. Jennings, will continue site construction in multiple areas. Washington Gas Light (WGL), Verizon, Comcast, WSSC and Pepco are completing the installation of utility services to each new building. The base paving for the new road construction throughout the site is substantially complete. Construction of the new commercial Buildings #1, 2 & 4 is complete and the tenant fit-out work in these buildings is on-going. Construction of the tot-lot playground at the North end of the Hiker-Biker trail is also substantially complete.

Retail Tenants:
MOD (“Made on Demand”) Pizza recently joined our roster of retail tenants open for business. It has enjoyed rave reviews across the country which in part accounts for its blockbuster growth over the past two years. Soon to join that roster is District Taco who we anticipate will soon open their doors.

Townhomes:
The construction of the 119 townhomes is well underway. The last two blocks of townhomes in phase one are along Rhode Island Avenue and 47th Street. The remaining townhouses along Woodberry Street are expected to be completed by the end of this month with the residents moving in the first week of November. Phase one construction is anticipated to be completed by the end of the year. Currently, 45 townhomes have been sold.

Parking Structure Progress:
CBG Building Company has begun construction on the new multi-level parking structure on parcel E – the building 5 pad site. The concrete placement began on November 1st. Over the next two weeks, work will continue on the lower level footing for the garage and upper level footings on the west elevation. Beginning the week of the 20th, wet utility work will progress along 46th Street, Woodberry Street and Van Buren Street. CBG will monitor and provide notice of any temporary road closures for connections required at existing manholes and/or valves located in the streets. Temporary electric service is currently being installed at the power poles located back of the curb along Rhode Island Avenue.

Art & Artifacts:
The installation of the first artwork in Gateway Park – “Soul of Words” by the Spanish Artist Jaime Plensa – is complete. Noted for his outdoor works of significant scale, Plensa’s other works include the Crown Fountain at Millennium Park in Chicago, Blake in Gateshead in northeast England and Dream, a 66’-0” sculpture located in Sutton, St Helens, Merseyside, England.

In addition to the Plensa work, an ERCO “Ercoupe” was installed over the Icehouse on Van Buren Street. The Icehouse Ercoupe is 1 of approximately 4,300 such planes manufactured in 1946 at the ERCO plant located immediately across the CSX tracks from Riverdale Park Station. Many of the ERCO employees who worked in that plant and responsible for the airplane’s assembly lived in houses that once stood on the site of Riverdale Park Station. After residing at the Compton/Woodley Airport in southern California for many years, we are delighted to bring the Icehouse Ercoupe back home to Riverdale Park.

Signs and construction fencing has been installed around the site marking the temporary hiker-biker trail route. The site plan below indicates the temporary hiker/biker route.

Route 1 Corridor Sector Plan
General Information: The following was written by UP resident Michelle Hermanson and posted on the website www.route1growth.wordpress.com

If, like me, you were curious as to the rationale for the sector plan update, here’s the short version. The City of College Park requested that M-NCPPC revisit the sector plan to better address development concerns such as architectural guidelines, building height and other issues. To quote the project site:

Unanticipated development pressure in the area and an inadequate transportation system has resulted in conditions at odds with the recommendations and design standards of the current plan.

Updated Boundaries
On September 17 at a community meeting in College Park, M-NCPPC planner and project manager Chad Williams announced revised boundaries for the update to the US 1 Corridor Sector Plan. The new boundaries will stop at Guilford Road, the southern edge of College Park, and will not include the Cafritz property, portions of University Park or Riverdale Park. In response to opposition from the University Park Town Council and other county officials, this area was dropped from the plan. The northern boundaries of the proposal remain unchanged and have expanded beyond the 2002 sector plan.

Understanding the Process
You maybe be wondering: what’s the process and how does the community fit in? The US 1 Corridor Sector Plan will follow an 18-month planning cycle. The College Park community meeting was part of the pre-planning phase, presumably to hear initial public comment.

So what’s next? This week, there’s the Planning Board initiation to formally begin the project. In two months, December 5-10 (location TBD), there will be a series of open design meetings (called a charrette) where community members can make specific recommendations. This is our best opportunity to express specific ideas and concerns about development along US 1.

Next summer, there will be public hearings on the first draft of the plan and the following spring (2010) the proposal will go before the county council for approval. The project web site has more information on the process and schedule.

And The Next Meeting is…
On Thursday, October 2 in Upper Marlboro, the Planning Board will initiate the US 1 Corridor Sector Plan. What is this, you ask, and is it important for the community to attend? This is a regular meeting of the Planning Board and the Sector Plan will be one of many issues discussed. Can the public comment on the proposal to the full planning board? Yes. If you would like to speak, please contact the Planning Board at 301-952-3560 to ensure adequate time is added to the agenda.
